Marshall Islands yacht registration costs explained
What drives the cost of registering a yacht with the Marshall Islands Maritime Registry, and where each figure comes from.
The Marshall Islands is one of the world's largest open registries by tonnage, administered by the Republic of the Marshall Islands Maritime Administrator through International Registries, Inc. (IRI). IRI runs registration offices in maritime centers worldwide, so owners rarely deal with the Marshall Islands directly. Registration is still a set of separate costs falling due at different points, and the category each belongs to determines whether the registry fixes it or the vessel and its use do.
Initial registration feeLink to this section
The registry charges a fee to process the application, allocate the vessel's official number and issue the certificate of registration. It is typically payable through the local IRI office handling the application. The Marshall Islands' current initial fee position: Registration runs US$550 for private yachts under 24 m and US$1,500 to US$1,800 for larger and commercial yachts.RMI Marine Notice 1-005-2, Consolidated Fees for Official Yacht Documents and Services, Rev. Annual fees and tonnage duesLink to this section
Once registered, a yacht attracts costs that repeat for as long as it stays under the Marshall Islands flag, typically an annual fee plus tonnage dues. Tonnage dues scale to the vessel's measured internal volume rather than its weight, the standard basis large open registries use to size fees to the vessel. The Marshall Islands' annual fee position: Recurring charges include a US$1,000 yacht service fee and a US$250 security fee; private yachts pay neither.RMI Marine Notice 1-005-2, Consolidated Fees for Official Yacht Documents and Services, Rev. Private versus commercial registrationLink to this section
The Marshall Islands registers yachts for both private pleasure use and commercial charter, and the two carry different survey and crewing obligations that feed directly into ongoing cost. Getting this classification right before applying avoids paying for compliance work that does not match how the vessel is operated. The Marshall Islands' position on the private/commercial split: Five yacht regimes exist: private, commercial, private yacht limited charter, yacht engaged in trade, and passenger yacht.MI-103, the RMI Yacht Code, Rev. VAT and importation exposureLink to this section
The Marshall Islands has no domestic VAT regime, but a yacht that later enters EU or UK waters can still trigger import VAT there under those jurisdictions' own rules, based on the vessel's customs and VAT-paid history rather than its flag. The Marshall Islands' position on how importation exposure interacts with a Marshall Islands-flagged vessel: In the Marshall Islands the importer pays consumption tax on customs value plus insurance, freight and duties; EU import VAT is built the same way.Consumption Tax Act 2025, 48 MIRC Chapter 9 (P.L. 2025-47), commencement 7 October 2025, Nitijela of the Republic of the Marshall Islands, as published at rmiparliament.orgrmiparliament.org · §908(3)Retrieved 2026-08-18Open sourceInformational only, not legal, tax or financial advice. Commercial exemption pathsLink to this section
A yacht that trades commercially can fall within customs and VAT exemptions that a privately used yacht cannot reach, under the same flag. Which paths exist and what a vessel has to show is jurisdiction-specific: The EU high-seas exemption is the route; the Marshall Islands grants no relief for importing a vessel.Council Directive 2006/112/EC of 28 November 2006 on the common system of value added tax, Articles 148 and 150, consolidated text of 1 January 2025 (02006L0112, EN, 01.01.2025, 029.001), EUR-Lexeur-lex.europa.eu · Art. 148(a)Retrieved 2026-08-18Open sourceInformational only, not legal, tax or financial advice. Mortgage registration costsLink to this section
A financed yacht will usually need its lender's mortgage registered against it. The register entry gives the lender priority over later claimants and international enforceability, which is a significant part of why this registry is popular with financed commercial and large-yacht tonnage. This is a separate transaction from registering the yacht itself, with its own fee. The Marshall Islands' mortgage registration position: Preferred ship mortgages recorded through any Regional Office rank ahead of all claims except tort, crew wages, general average, salvage and court costs.MI-100, Vessel Registration and Instrument Recording, May/2024, Republic of the Marshall Islands Maritime Administratorwww.register-iri.com · §18.0Retrieved 2026-08-29Open sourceInformational only, not legal, tax or financial advice. Is the initial registration fee a one-off cost?Link to this section
It is paid once, when the vessel is entered on the register. What follows it is separate: an annual charge for staying registered, and dues assessed against the vessel's tonnage. Compare registers on all three, not on the entry fee alone.

Do you deal with an office in the Marshall Islands directly?Link to this section
Rarely. The register is administered through a network of registration offices in the world's maritime centers, so most owners file with an office near them rather than with the islands themselves. Who may own a registered vessel, and which vessels qualify, is still set by the register.

Does commercial operation open any VAT or duty relief?Link to this section
Sometimes, and it depends on where and how the vessel trades rather than on the fact of commercial registration. A relief that fits one trading pattern will not fit another, so the test is worth running against the itinerary the yacht will actually keep before the structure is fixed.

Why is the Marshall Islands used for financed yachts?Link to this section
Because a mortgage recorded here is recognized and enforceable in the jurisdictions a large yacht visits, which is what a lender is buying. Priority follows the order of recording rather than the date of the loan, so lenders care about when an instrument reaches the registry.

How do you turn these figures into a budget?Link to this section
Every figure above turns on the vessel, how it is used and how it is financed. Read these positions against the alternatives, compare on the the Marshall Islands yacht pillar or against Malta, model the sums with the flag cost comparator and the yacht VAT and importation calculator, then ask a specialist.
