How cruising grounds and charter plans narrow a yacht flag shortlist, and why the coastal state, not the register, grants permission to carry guests.
Where a yacht will spend its time closes more options than any fee schedule does. Cruising grounds decide which customs territory the vessel answers to, whether a visiting relief is available to it, and where it may legally carry paying guests. Does the flag decide where a yacht may charter?Link to this section
No. The coastal state decides that for its own waters, and it does so on its own terms. What the flag decides is whether the yacht is commercially registered at all, which is the precondition, and what survey and crewing standard it carries when it gets there.

They decide which customs territory the vessel has to answer to, and that is where import charges arise. A yacht that will never enter European waters still faces the same question about whichever territory it does use, so the itinerary is what makes the exposure concrete.

Either an established customs position or a relief that covers the stay, plus the coastal authorizations for any charter. Crew certification and, where the yacht trades, labor-convention compliance travel with it into every port, and they are inspected there rather than taken on trust.

Does the flag's inspection record matter?Link to this section
To an owner who visits busy ports, yes. Port state control regimes publish standing for each flag, and a vessel flying one with a poorer record tends to be examined more closely and more often. This costs time and money but is not a legal bar.
