Madeira is an autonomous region of Portugal and sits inside the EU, so the Madeira International Shipping Register (MAR) is an EU flag rather than an offshore alternative to one. Is the initial registration fee a one-off cost?Link to this section

Does registering in Madeira remove EU VAT?Link to this section
No. What an EU flag can do is make the vessel's status easier to evidence when it moves through European waters, provided the paperwork traces the yacht's VAT history rather than merely asserting it. A commercial exemption, where the yacht qualifies, is a separate route again.
