The registration fee is the initial entry charge the Madeira International Shipping Register (MAR) sets in its recreational-craft fee Portaria and the Malta Ship Register sets in the First Schedule to the Merchant Shipping Act, each followed by an annual fee, MAR's reduced for Madeira Free Trade Zone entities. Which flag is better for EU chartering, Madeira or Malta?Link to this section

Charter permission is what a flag lets a yacht do for reward. MAR and the Malta Ship Register both fly EU flags, which the EU maritime cabotage Regulation turns on. MAR's framework is EU internal-market law with no Yacht Engaged in Trade arrangement; most pleasure craft activities fall outside the Regulation, commercial trips inside it. See the charter rows.

How does VAT differ between Madeira and Malta?Link to this section

Import VAT is the tax on a yacht entering the EU VAT area, and both flags charge it. Madeira applies reduced regional rates fixed under the Código do IVA by its Legislative Assembly, on customs value plus duties and accessory costs. Malta applies its Value Added Tax Act rate to the customs value. See the VAT rows.

Provisional registration is short-term entry before the full certificate. MAR registers a yacht definitively from the outset under the recreational-craft decree, provisional registration being an exception on core documents, and publishes no processing time. The Malta Ship Register grants provisional registry under the Merchant Shipping Act and sets statutory deadlines for full registration. Compare the timeline rows.

How should an owner choose between Madeira and Malta?Link to this section

Madeira and Malta are both EU flags, so the choice narrows to the owner's own facts, namely the waters the yacht will work or cruise, whether it will be chartered, and how the owning company is set up and financed. Those facts decide the case; MAR and the Malta Ship Register do not, and a specialist can weigh them.
