The registration fee is the entry charge the Malta Ship Register sets in the First Schedule to the Merchant Shipping Act and the Panama Ship Registry quotes through the Panama Maritime Authority's Tonnage Fee Calculator. Malta charges an annual fee; Panama's pleasure-yacht charge falls due on a two-year cycle under Ley 57. WhichFlagToFly dates the Malta and Panama fee rows.

Which flag is better for EU chartering, Malta or Panama?Link to this section

Charter permission is what a flag lets a yacht do for reward. Malta's flag is an EU flag, which the EU maritime cabotage Regulation turns on. A Panama flag is a third-country flag for that Regulation, and commercial charter in Panamanian waters needs a permit from the Directorate General of Merchant Marine. See the charter rows.

How does VAT differ between Malta and Panama?Link to this section

Import VAT is the tax a customs territory charges on an imported yacht. Malta charges it under its Value Added Tax Act on the customs value of the importation. Panama has no VAT; the ITBMS set by its Fiscal Code applies instead, on CIF value plus customs charges, with a selective consumption tax on non-commercial craft. The VAT rows hold both.

Provisional registration is short-term entry before the full certificate. The Malta Ship Register grants provisional registry under the Merchant Shipping Act and sets statutory deadlines for full registration. Panama's Directorate General of Merchant Marine issues a provisional navigation patent and radio licence under Ley 57, extendable once before the statutory patent must issue. How should an owner choose between Malta and Panama?Link to this section

Malta or Panama turns on facts the owner already holds: whether an EU flag matters for where the yacht will trade, whether charter income is planned, and how the owning company is formed and financed. Neither register decides that, and a specialist can weigh the two positions against those answers.
